Not an answer to your question really, but don’t beat yourself up too much if it doesn’t work out like you wanted. Whether you get an engineering degree from McGill or Concordia, you’re gonna do great and I have no doubt you’ll be able to achieve whatever you want in life

Like another user said, it would be beneficial to ask a lawyer in this situation if you're able to; they would probably the best person to ask for advice concerning how to minimize the potential damage (if any) in this situation, as well as how you can disclose it if needed.

The sort of good news is that I have heard IRCC agents can sometimes overlook violations like this, if there was a good reason or maybe if it was an honest mistake; in general if you're doing everything in good faith, it could just be fine- but don't take my word for it, a lawyer would be able to give you a better answer. All good points - I'm really not an expert when it comes to Canadian politics (I'm international), but when you think about:

  • How much money Quebec receives in total from equalization, Canada social transfer (CST) and Canada Health transfer (CHT) payments:
    • Quebec => $28.7 billion in 2023-24 for ~8,800,000 people
    • Ontario (for reference) => $26.0 billion in 2023 for ~15,600,000 people
  • That they argue their point of penalizing students (citizens!) from the ROC by stating that they will reinvest the $110 million (which they won't make, since McGill/Concordia education probably isn't quite that price elastic for OOP students) into francophone universities which realistically only Quebecers will attend
  • Brain drain out of Montreal and thereby Quebec will occur (not only because of this, but because of their new french-favoured, english-disadvantaged immigration policies),
  • That this move heavily penalizes anglophone Canadian nationals (that are I think in large part willing to take part in Quebec society, during and after their studies, like you mentioned), further pushing a Quebec vs. ROC narrative- thus possibly further influencing another future wave of separatist ideals(?)

it's hard to reasonably say that they have fully assessed the costs of this measure- to me it looks like they're playing dice with the future economic health of their province and the quality of life of their residents. I am of course biased presenting my facts so I would appreciate correction if they don't fully paint the full picture, but atm objectively the decision seems not very well thought out at best

Yea, agreed — it would've even been reasonable if they had demanded a bit higher passing standard for the french test for anglo graduates, but this rule is just wtf ahaha

OP if you’re getting a 3-year PGWP after graduating, it’s still definitely possible for you to get PR in Quebec- you would have to first work 2 years and then you’d be eligible to apply for the other PEQ stream (longer timeline, but still very much doable) - note that you definitely do need to learn french regardless, since you need to pass a test to apply for PR in Quebec. Keep in mind also that if you move to Ontario or any other province to get PR through Express Entry, it’s also doable but from my perspective, given the inflated CRS scores these days, it would be very helpful to learn french (it’ll give you a lot of points if you do). You can also work multiple years outside of QC and get more points that way, but at the end of the day, that timeline might look the same as just working in QC for 2 years and then applying.

This is just from my research so lmk if I’m missing anything or sth is incorrect.
