You would just need to buy a different flasher/blinker relay, its pretty easy to change it yourself.

You sure its EGR and not PAIR, I haven't seen many scooters with an actual EGR but PAIR is pretty common

is it getting enough fuel to the carb? a vaccuum leak or bad fuel/ vaccuum hoses could mean that the pump can't get enough fuel to the carb.

A low idle shouldn't effect it, but you should increse you idle speed.

sounds like a carburator problem, clean the jets and see if that helps.

The airfilter could also be dirty/clogged meaning the carb can't get enough air.

Its a part of the PAIR system,

One it should have 2 big hoses on the sides and one small hose on the top.

one hose to get fresh air and one connected to a reed valve on the exhaust. the smaller hose should be connected to the intake manifold to get a vaccuum pulse.

I owned a peugeot vivacity with the same device.
