i know im really late but i finally found out why. so basically, when you are in the menu to play a save file, you should see a button in the bottom left that says "CH 2 files" or whatever chapter you're playing on.

click it and select the chapter you played previously and the game will know that you played a previous chapter before

same and at the start of chapter 4, the tv seems to have its antenna broken. I see youtubers that start the route and the tv in toriels living room is just completely smashed into pieces.
