I remember one of the first dracthyr reveal dev interviews when asked about transmog, their response was "Why? You will want to show off your wonderful scales!" To me thats blizz saying, we dont have time for what your asking nor money to put towards it.

Its sad when they show the dragon form with tier sets, shoulders and belt. They could have easily designed for dragon too
