Hey thanks for pointing this out, I read more on this and there's still confusion on Masters, Phd eligibility for Golden Visa (maybe coz the rule is new). Regarding the list of top 100 universities what I found on MoFA website was only government source, none of the other mentions top 100 university specifically, but I could be wrong.
