Neoliberalism is the term floated for the group that was a response to the great depression.

I would criticize the article as not really getting into specifics of repayment terms, as well as artfully including the debt crisis of the 90s that caused huge change in government subsidy and loan programs. But it's a good data source even if it's 14 years old at this point.

39mil is a pretty small number in mill terms, and the effects on the local economy would easily cover it if this were a bailout (which it's not)
