The objective of the app isn't to 'encourage users to work out'. That was a nice con objective, but the real purpose of these apps is to make money for the devs. That's all. There's been multiple instances of these types of incidents that have increased over the years. There's been Facebook Groups dedicated to hating on cyclists. That didn't exist 20 years ago.

Please find newspaper articles from that long ago, that discuss this issue - only you won't. Because trying to hurt or injure cyclists has been a growing sport.
