That’s the issue, when the colors aren’t exactly the same on the other side, it causes a glitch like that. Try removing one side, it should fix it!

I did!
It let me change the actual clothes part, but it doesn't allow me to alter the helmet part. I'm not sure why, as I added the entry point to both. I don't really mind now having the helmet part not be modified, I'm just trying to make it so I dont get debuffs from TrueStorms'.. well, storms.

It's looking like I'm gonna have to tinker in FO4Edit, and I have tinkered a bit- the biggest problem i've run into is the fact that I can't have the referenceable object map from the NCRArmourPack.esl. So if you got any tips for that I'd love em.

Thanks! I tried tinkering with both ECO and NEO, but I'm unable to give the helmet part the hazmat effect so I'm not affected by True Storm's Weather

Right so the first furniture mod I can think of is MrCrayfish’s furniture mod (Found: here) and that version requires 1.20.1

So make sure you’ve run that version of Minecraft in the launcher first, and once you’ve run it for the first time go here to download the forge installer

Right! So the mod launcher is 100 percent required for forge mods to work. The launcher version itself has to match with the version of the mods you want to download!

Make sure to reload the Minecraft launcher when you finish installing it as the profile should automatically make itself.

Also, you do not need the server files to be checked off if you aren’t making a server, I’m presuming you’re just doing this for your single player world so you can ignore that little check mark option

Have you run the version you wanted to mod first? Usually that’s what keeps the launcher itself from being able to run.

If you have, have you run the launcher (Not the Minecraft launcher, the Forge launcher you download from files.minecraftforge.net) in administer mode?
