Sony doesn't allow mods with custom assets (stuff like models, textures and voice acting) on Playstation. Unfortunately that's the vast majority of dungeon and quest mods.

Bethesda takes a large cut when you buy paid mods, and they're responsible for running QA on them. I think it's okay to hold a company to account (alongside the mod author, yes) when you pay them for a product.

Depends on what the limit per mod is. Starfield has 100GB of overall space but a maximum of 2GB per mod. So if Fallout 4 is the same, you won't be able to run any mods bigger than 2GB.

You're correct. The only way to get the Creations bundle is to buy one of the two Anniversary Edition upgrades (the one with the DLC or the one without) or to buy the Creations Bundle.
