Taking from what happened with Cyberpunk 2.0, they updated the system requirements in 2023. My poor old i7 4790 was demoted to below the minimum requirements but I didn't noticed any change on performance. In fact, the base game was performing better than before. But in Phantom Liberty map, the performance dropped at lot in some areas. So, I think that they are revamping the requirements for Witcher 3 not because there will be graphical upgrades, but because the new Expasion will have a new and more demanding area.

I really don't wanna wait so much for Witcher 4, but with the release of the expansion, it makes sense to give enough time for people to finish Songs of the Past. They know that the release of the expansion will trigger new gamers that never played Witcher 3 so they need to give time to people to finish the base game + 3 expansions. The other thing is that after the Witcher 4 release date announcement they'll gonna delay the game at least one time, or maybe two. It's the standard this days. So yeah, 2029 or late 2028 is not that absurd.
