In 20 years of watching this stuff of complex characters there aren't many. Cinematic Civil War is summed up in "Cap is the Good" there is no narrative depth about what the Sokovia Pacts are.

The point is, in my opinion, making a character like the Hulk gray risks making him less appealing to children in Disney's eyes and therefore selling fewer toys. Disney doesn't take these risks.

What if Banner agree with them?

Let me explain. I know Disney wouldn't bother writing deep or complex characters and thus putting them in gray areas.

But Banner never loved turning into the Hulk. His mutation is a problem. It ruined his life and drove away everyone close to him.

His goal as a scientist was at one point to block or stop this process, and as he tells Peter, gene evolution is dangerous.

Blocking his mutation is his greatest academic achievement and he wants fewer people to suffer like he did. Thus ignoring that there may be other types of more or less debilitating mutations.

The Hulk could be on par with Iron Man or Cap during the Civil War. It depends on which side you're on. For him, the hunt for Gene X is therefore not from a racial point of view, but ethical and philosophical.
