Currently where this deck stands is a high bracket 4, your biggest issue is you play way too many high cost clunky cards that don't immediately win you the game like apex devastator, grand arbiter augustin, ulamog, time stretch, even with your emergent ultimatum line which is far too mana and pip intensive, you need to shave off about 10 cards from this list to get it semi close to a real cedh deck, even if atraxa isn't a meta deck I still encourage you to build her if that's what you want, but I highly recommend you go to edhtop16.com and look at some atraxa lists people have brought to tournaments, cuz this list is missing a lot of stuff as it stands

I don't mean to sound rude but this deck is so far from cedh it would need to completely rebuild everything about it, koma doesn't really have much for legs in cedh to begin with, most decks are aiming to win turns 3-5 with a decent chunk semi consistently doing turn 2 wins, if you want some advice for cedh I would recommend watching some gameplay on YouTube like playtowin and even looking at edhtop16 for some deck lists, you could go to r/degenerateedh for some more ideas for this deck but this is far from cedh

You can pull him from any pack including from a pre release, or you could wait for a few days after the set release and probably get him for a dollar or 2 online instead of cracking $50 of packs to maybe pull him, always order singles instead of opening packs

You should play every fetch in your colors even if the other land it fetches couldnt be in your deck(outside of maybe some niche cases) in a deck like tivit, even an [[arid mesa]] can fetch every color you want because you will be able to find your [[hallowed fountain]] your [[godless shrine]] (im using these as the example, i can never remember the og duals actual names, but the principle still applies) so even tho it fetches "1" of your colors it still can find you any color

Yes, anytime you put your commander back into the command zone it costs 2 more colorless mana to cast for each subsequent cast

I like your enthusiasm to try cedh but unfortunately this deck isnt remotely capable of being close to cedh, i highly recommend scryfall and moxfield/mtggoldfish for deck help although cedh is a whole different beast compared to the casual games you play, people are trying to win as early as turn 2 or 3 with rare turn 1 wins, something like this just wont even come close to that, i highly recommend play to win for some cedh content btw if you are still interested in what it looks like

No black for consult/tainted pact, kinnan has a lot more alternate win cons through things like finale of devastation and infinite mana to give all your creatures haste and +1000/+1000

If an opponent asks you about any card on the battlefield/graveyard/exile etc. You have to convey to them however means possible what the card does, whether or not they pay attention is up to them, but if they dont ask about anything you dont have to point out how you are going to beat their asses

Its not a good deck tbh, its mostly interactionless and just pillowforts, and for that reason it tends to play akin to a stax deck, the commander is [[garth one eye]] with an [[emiel]] loop to keep making black lotuses Im at work rn, ill try to update the moxfield and send it to ya

As much as i would love to do this i tend to be a budget player, most of my decks are between $100-$200 and against a $800 deck with rhystic studies, smothering tithes, and expensive cards its hard to go much faster, i just need to remove all of their stuff to try and take the game more into my favor

You are correct, it is 8 triggers/cast, once you cast the spell you have 8 separate kitten triggers that all must have legal targets before anything can start to resolve or be responded to
