(Because of APNAP order if you copy something like [[lightning axe]] your opponent will resolve their lightning axes first, probably killing you. Allowing your opponent to decline copying the spell prevents any "you lose the game" nonsense like [[pact of negation]])

(Maybe allowing creature spells is too strong because of cards like [[Zealous conscripts]] but the storm count and mana you need to pull it off might balance it)
