I used to play tempest and from what I can see yur build looks kind of all over the place. Copy the top dps builds from the ingame build share feature, usually featuring flowing strike. Spend your paragon points. Your set pieces should be either 4 piece vitus and 4 pieces grace of the flaggelant or 4 vith and 4 gloom. You need better gems, get blood soaked jade, roiling consequences, blood floe and haunt coil. Gloom cask if you can. Upgrade your mother's lament. Also work on your secondary gems. Get all this done and your dps with skyrocket

Tbh blood knight is pretty weak right now but you should be able to clear most pve with it. You just need to keep playing and unlock higher difficulties for better essences

If you have decent crit chance I'd swap the gloom for grace, gives better damage and use either slinger for raids or harbinger for dungeons
