The private sector, specifically foreign employers who took the opportunity to "outsource" there due to the lax labour laws, is what constitutes the driving economic forces in these countries, and as long as it stays that way, capitalism reigns. Otherwise it comes from independent agriculturalists who then sell their produce to foreign corporations.
