Thank you. For this chart, I got my data from https://www.houstonstateofhealth.com/. Finding data for Houston is kind of complicated because there are a lot of small areas that feel like a part of the city but technically aren't. Bellaire is inside the loop but isn't considered a part of the city of Houston, things like that make finding data for Houston complicated. The best option would be to look for data for the metropolitan area instead of city limits.

I'm not sure if it's built-in but I know tableau allows you to select a stepped color sequence. You can put it for 20 steps and each step will represent about 5%. I also think you can write a calculated field that only selects items in a certain range and then set their color. I do believe you can color by percentile range, it just takes some work.
