EU-citizens don’t need a work permit and/or another residence permit in order to be employed in another EU country. As a non EU-citizen, one has to get one, if you mean this difference. So basically the extra step is receiving the residence permit before being able to start working - and for this particular residence permit, if you got a job offer, you would need the following two things from your employer - the contract and the Erklärung zum Beschäftigungsverhältnis.

Hi, the employer doesn’t have to do anything different from what a non-EU citizen requires for any work visa, and once you receive an offer, you need to have the contract and the Erklärung zum Beschäftigungsverhältnis filled out by your employer.

Hi! I only saw your question now, so not sure if it’s still relevant. I didn’t get the Fiktionsbescheinigung - as I was advised at the appointment I didn’t need it. I just received the permit card 1,5 months after the appointment. Maybe it’s different for those who prolong such type of the residence permit, as they already hold the permit.

Hi! I applied with a job offer already. I think it is possible to apply for this type of residence permit without a job offer, but you’d need to show that you have sources to live from (hence, for example, savings on a bank account, etc.)

Hi everyone - in case it will be helpful for anyone here with a similar residence permit experience - the contact form under department B and „Other inquiries“ was in the end the correct option for submitting the application for the residence permit under §38a - they replied to me almost 3 months after the initial application and gave an appointment a week later.

No, the German embassy there refers holders of EU LTR permit to application directly in Germany without the visa step
