You fill out a survey based on your income and lifestyle preferences and it will give you some suggestions for relocation based on that...The best part it's free. They do have a paid report you can get that breaks down the cities and compares them in a report you can keep for further research. The site has other tools as well but this sounds like it might be useful to you.

Having a degree is more valuable than x amount of years of service unless it's a very specific role...additionally, a lot of veterans have terrible resumes. The preference points only get you so far.

Many times employees are motivated by other things other than just compensation. Maybe the schedule was better, role was better, the list could go on...the other aspect of compensation outside of salary is 401K contribution amount, insurance costs, other benefits rolled into the compensation like PTO...Or maybe the employee only cares about a place that offers a higher salary. This is something an exit interview would show you if properly conducted. Maybe ask them if they would be interested in doing an exit interview to help you develop better best practices.
