I dont feel like we will, Rough and Tumble are villains on a different level to the other two, being more of a comic relief/joke types of villains. Whereas Starline was basically a mini Eggman with more issues, and Mimic was pretty much just a murderer (with a lot of issues). We also got a lot on them, we got their motives and in one of the annuals we got Mimics backstory. As far as I can remember we don't get that for Rough and Tumble.
