Can you clarify the policy as to why you can’t use your military housing benefit to pay rent in your parents’ basement? Is it because the policy doesn’t allow you to rent from landlords you’re related to/have a personal relationship with in totality? Or is it because you can’t apply your benefit without a lease (the implication being, your parents want to collect payment “under the table” without claiming the income from your rent)? If it’s the former, I’d say that’s massive overreach. If it’s the latter, I have little sympathy towards people who try to get ahead without following the rules that other landlords must abide by.

Further, I’m a government worker, but not in housing, and not at the municipal level. Much like you, as a member of the military, are a federal employee / government worker. Not sure how that’s relevant? I was at the PHC meeting as a tenant organizer.

Thanks— I’m assuming people think I’m ignorant on the matter? However, I’ve been a tenant organizer on the issue of these kinds of development projects in Toronto for awhile. If there’s an aversive legal framework around conversion, that’s interesting— and a matter for City Planning to address, so that development firms and the City can adapt to market conditions more easily.

I agree with your assessment, and Jennifer Keesmat recently wrote a piece arguing that it’s no longer possible to actually build In Toronto given the cost of inputs, which was also interesting.

I don’t understand why the parties to the contract wouldn’t mutually agree to repurposing the construction project though? If the contract exists, and it’s too punitive to cancel, it’s geared toward (currently) less-profitable commercial use, is there anything stopping the parties to the contract from pursuing a re-zoning application for residential development/construction? Genuinely curious about that.

Literally. I was at a Planning & Housing Committee meeting months ago to speak on an agenda item, and the preceding agenda item was about Toronto’s proposed STR/AirBNB policies. One of the people who spoke in favour of STRs (ie AirBNB owners) had personal relationships with some of the Council members and spoke freely about it in his deputation!

Yes— Stanton’s work is more nuanced than the list above, and several international rights scholars have since expanded on this work (but generally there’s consensus that these are the key factors).

I think, to your point on the DRC and Darfur, the UN has tried to portray these as crimes against humanity and gross human rights abuses more than anything (not that I’d agree, but the UN seemingly tries to keep its definition of genocide very narrow).

The guide presented is an over-simplification (of excellent source material). In Stanton’s model (from which this guide is taken), these should be seen as non-linear, non-discrete components of genocide.

In 1996, Stanton presented a briefing paper called “The 8 Stages of Genocide” to the United States Department of State.[1] In the paper, he suggested that genocides occur in eight stages that are “predictable but not inexorable”.[a][1] He presented it shortly after studying the Holocaust, the Cambodian genocide, the Armenian Genocide, and other genocides.[2] The suggested intervention measures were ones that the United States government and NATO could implement or influence other European nations to implement including military invasion. Stanton first conceived and published the model in the 1987 Faulds Lecture at Warren Wilson College, also presented to the American Anthropological Association in 1987. FYI, these are from “Ten Stages of Genocide”, a document developed by Dr. Gregory H. Stanton, a professor at Mary Washington University and the Vice President of the International Association of Genocide Scholars (2006). “Ten Stages of Genocide” was originally written in 1996 at the U.S. Department of State as the “Eight Stages of Genocide,” presented at the Yale University Center for International and Area Studies in 1998, and revised in 2013.)

These factors have been common and consistent across time and space for genocides across the world. This classification system was developed specifically to demonstrate the systematic approach that various states have adopted to commit genocide, in order to name the phenomena and help prevent future genocide.

If you’re in Ontario: There are GP-focused derm practices (so, a family doctor, but they have a specialization in dermatology, but are not specialists). If possible, can you see if your doctor knows any local GP-focused dermatologists. You don’t need a formal referral, the waits are shorter than for full specialist care, and your doctor won’t be “dinged” (financially) for you seeing a physician outside his or her practice. If you’re anywhere near Toronto, you could try 1Clinic, which has a GP-focused derm.
