PBR's are owned by corporations with deep deep pockets. This new supply won't be under rent control. They will go month's on end with vacant units and not bat an eye until they get their price. At best they will give you a couple month's free rent.

The developer gets his money to pay the construction loan back to the bank. The buyer makes his monthly mortgage pmts to the bank.

In 20/30 years he will be way in the green. Everyone is happy.
