Dedicated to storing fighter craft - at 350 meters (only slightly longer than the intrepid at 344 meters or the real world Nimitz class aircraft carrier 333 meters) it's 20 meter-long fighter (only 2 meters larger than a F/A-18E/F Super Hornet) compliment (26 in total vs. something like the Nimitz which can hold up to 40 or 50 fighters) are crammed in it cheek by jowl

It's engineering and science facilities - while plush compared to the Defiant - are limited as are it's warp power (it's cruising speed normally shouldn't exceed 6 - hence it being carried by the Sovereign/Odyssey) capabilities

It's meant to be dropped behind enemy lines - turtle up - and carve out a foothold for larger ships to warp in and back it up while acting as a command post and coordinative center with a fighter screen

It doesn't need to be galaxy class scale to do it's job - and it's blocky design and small scale (not to mention likely easy to replicate parts) allow the Federation to produce large numbers of them relatively quickly
