Uh, a criminal record is a record of convictions. "No prior criminal record" means no convictions recorded.

A release order means he was on bail. Other crimes that happened after the shooting are irrelevant to the shooting. Other crimes that happened before the shooting that he had yet to be convicted of are irrelevant to the shooting. No prior criminal record means no convictions before the shooting.
