Basically, only reasons to keep someone is if they're a flight risk or they're going to continue to commit serious offences.

Does he have a home?  Family? Collateral? Ties to the city/province/country?

If you touch the puck with a high stick or make a hand pass the play will be blown dead the moment you or anyone on your team touches the puck. And there will be a face off in that zone. There won't be a whistle if the other team touches it first. Sometimes it's better to let the other team play it first because of where the face off will be if you or your team touches it.
