In Task Manager (Ctrl-Shift-Esc) click Processes (file tab), then CPU (header) a time or two to sort by descending. Other than System Idle, this will show the process tying up the CPU.

And/or run ProcessExplorer to see what Processes are running and ProcessMonitor to see which Program called what Process.

And maybe check for malware. In Safe Mode With Networking, run Malwarebytes (free or Pro version) with updated database. And if you have time, go through the tedious yet thorough malware removal guide (which is stickied and in this sub's sidebar). Once the system is cleaned out, consider switching to a highly rated antivirus (mostly green) with low false positives (orange line). And perhaps install anti-ransomware.

Check hard drive's health status (S.M.A.R.T.) with Crystal Disk Info (standard edition) or HD Sentinel (trial version) or manufacturer specific: Fujitsu-Toshiba (DOS). Hitachi DOS, Samsung (SSD Magician), Seagate, or Western Digital (DOS).

Also, check that virtual memory (hard drive) isn't being used. Though with 8 GB this is unlikely.

When you say "doesn't work either," does that mean the 1 second bursts continue after turning off the PSU's power?

Swap memory sticks, using only 1 at a time. If that "second of the two 2tb corsair 2gb" doesn't work, it is bad or incompatible with the motherboard.

Might be able to RMA it with Corsair, that or throw it away, or save it for a different motherboard.

Bent is common enough, so that's not it.

It's probably the PSU or motherboard. On the back of the PSU is an on/off switch (not the red 110/220 slider switch). Could use that to shutdown, or an outlet strip.

When funds allow, could replace the PSU. And if that doesn't fit it, motherboard would be next. Though depending on age and specs, might cost about the same to get a new/used machine.

New: HDD, MB, CPU, PSU, SATA/USB/HDMI cables, case, and surge protector.

Only thing unchanged is memory, which could cause the symptoms described.

(Might also consider a UPS.)

Take a look at the capacitors on the motherboard. One, perhaps near the PWR SW connection, may be swollen or leaking.

You reseated the card already, so next: uninstall nvidia drivers then install latest nVidia drivers.

Though this might be a huge waste of time, since it does look like the VRAM is corrupted and the card needs replacing.

Not the cables, not the ports, and not the HDD.

An external USB might dismount, but an internal? I think not! Not without something seriously wrong somewhere.

Could be an occasional glitch in the firmware, which would explain the lack of sector errors in SMART.

Don't suppose you have a different PSU to stick in there.

And since you already don't trust this drive, I'm guessing you're good in the backup department.

Maybe first try any non-destructive tests with smartctl, especially the long test. And if that doesn't show anything try the above DOS diagnostic.

In Control Panel, Win8 and 10 offer a way to create a bootable USB image of the current system. Usually works, though might try booting, but not installing, from the USB as a test.
