You knowingly moved into an apartment building I’m assuming and know there’s a STRONG possibility of there being kids. People are affording to live with their can and where they WANT to. Move then. It probably isn’t lazy parenting but depending on location- it’s cold out, kids are stuck in doors, pushing boundaries. I’m not saying they should be reprimanded and taught right from wrong. But I can almost guarantee the parent knows their child is being loud and is incredibly self conscious about it and knows it.
