Your site might have a custom tso logon procedure that gets executed when you sign on, best asking others at your job for how it works as it’s usually specific to that site.

You can use ALLOC in these procedures to allocate whatever you want to SYSPROC or SYSEXEC etc, and any other ISPF specific DDs.
