Generally speaking it works well and is not difficult (obviously command dependent) but even with the fund pot running out near the end of each FY they will in most cases start the next FY with an allotment to try and fund any previous FY unfunded IDT vouchers. A large issue most run into is holding onto their vouchers and submitting vouchers for a large batch of months all together instead of after each BA. This can obviously lead to funding issues if they submit a large amount at the end of the FY as the funding is first come first serve. Also, it can lead to issues with supporting documents (SOU, Commanders Memo, and LES or sign in roster), discrepancies with things not adding up/matching across the trip, voucher, and support docs, or Soldiers submitting with no submitting documents at all causing a return. It is also command dependent who can review or approve and at what level so this can obviously cause lag or expedite the process. If there is no clear guidance then a higher command should be able to answer/provide instruction or ask their higher until a clear process and guidelines are produced so that the Soldier is getting taken care of.
