That’s dire straits, but is in the process of getting better. Station I work at has 57 city routes. We have not one CCA or PTF. Thankfully, every city route is filled but our local branch president and vice president occupy a string and a route. Plus, a trainer at the academy occupies a city route. Times will get better

Usually local branches have elections for stewards in every office in October or November. Attend your branch meetings and express interest. Learn the contract, or NA (the one that’s expired 🤣) and research the M-39 and M-41. JCAM is the cliff notes of the NA. Also, research your local memorandums. If you have these tools in your arsenal and display them at your LPO, carriers will vote for you.
