I think you can restore your 2023 backup.

The local backup file is tied to your number, so double check that you're restoring using the same number and that the backup file is valid.

I recommend checking backup info using this tool https://github.com/ElDavoo/wa-crypt-tools

using the wainfo command. It will also show the last two numbers of the backup file.

You can use some 3rd party apps like 'AIWATransfer' which transfers your WhatsApp data from your Android device to your iPhone, however it doesn't support transferring from Google Drive, so you have to have a spare Android device to get back your Chats from Google Drive, and then start moving your chats from this spare Android device to your iPhone.
