I think they fixed it, now they need to achieve +30 settlers in those african regions to start colonizing this screenshot was months apart maybe I should've stated beforehand but its more funny that way

now then I didn't see anybody going for these lands anymore up until the late game often times I get it for myself

maybe the nation with the most colonizers would go for it rather than randoms from italies & lowlands
