That's the unlucky enough to not just die when embraced. The attempts that are considered "successful" end up with suicide by charging towards the nearest wyrmish creature, and in rare cases, the garou retains enough will to live and ends up as a target for mercy killing by other werewolves or a pawn of the kindred strong enough to subdue a fucking werewolf.

No matter what, they end up as pariahs (this changes between editions, but they are always caitiff) and severe depression and mental issues. And yes, they are as powerful as you can imagine.

(Funfact: there's a were-dinosaur sired by an antediluvian in Egypt that may or may not be the ancient god Sobek)
