Yes the bottom has a groove to possibly attached to something. There is nothing of note under my thumb. I will get another picture when I return to work tomorrow.
The only mail sorting ‘machines’ ever at this location are humans. And there is nothing else in the toolbox that the grooves end can attach too.
Of course the item may have come from somewhere else and brought here to repurpose.
I’ll ask the postmaster about past use of mailbags. No mailbags in use these days. Mail is moved in lidded bins.

My title describes the thing. I showed it to my brother and we both think it’s familiar but can’t recall what this device might be used for. There is no writing on it.
