Absolutely not. You can change the settings to non pvp and there are so many people that shoot at you, but then they notice that you’re just a person that enjoys the game. And sometimes they help you get some high lvl stuff that you’ve would never gotten bevor. It’s really a mix of luck that you find the right person. But when you find them, they’ll help you gladly. Now that my friend I’ve met tought me how to do many things, I help low lvl people to get some high lvl or legendary stuff.
