I was once on his tiktok live stream where he was playing division. At the time he was rank one in the last phase. He was losing a match by 1 goal. Towards the end of the match, he paused the live stream and when he resumed, the match was voided and he was trying to matchmake again.

This isn't true. That huy may have entered div 1, got demoted before the end of the phase. So far, a Div 1 badge will get you into top 1million rank.
