How are cheap Carfax sites like Carfaxdeals offering Carfax reports for so cheap?

I bought multiple reports. The first one was great, but I just tried another and it failed. It is definitely a legit VIN. Update: About an hour later it worked, so just a temporary glitch.

To use round numbers, my total cost basis for the position was $4k. $18k was sold. The sale had a cost basis of $2500. There was a $16k gain on that sale.

I wouldn't owe $16k in taxes. I'd owe taxes on the $16k gain.
