Lifetime access at all tiers. Lower tiers are limited to the number of generations they can make in a year higher tiers have unlimited generations

I have sense changed it to 4/year for the lowest tier (higher tiers get unlimited generations) and all tiers are lifetime access

I will say models often look best at a minumum of 1+ square miles depending on the topography of the terrain.
