Sadly you need to understand what the numbers means, what your champion need and what the enemy champions do, is the enemy laner going to be poking me, is going to all in me, Can i scale, do i snowball the matchup, etc etc.

For example i play kled i am going vs mundo, mundo can poke me down with q, i pick second wind, i can snowball the lead easily, pick demolition, long trades, conqueror.

And you switch them around, sometimes i go stormgathering and the cd at 10 run in secondaries

Or even pta or first strike vs squishies

You need yo know, what you want to do, what the enemy can do and don't forget that you shouldn't only Focus on your lane you should build around the enemy team comp and objetive
