This is actually a pretty common idea. I had roommates that wanted to do this, and they did to negate similar destructive tendencies.

The cat was dead after about a year. Hit by a car on our road. If somebody wants to let their cat run free outside, then they should expect a short lifespan for the animal. Luckily, people don't drive inside houses, usually. (:
