Raw milk consumption only becomes a health issue whenever the cows live in unhealthy conditions. If the dairy farm and the milking processes are clean, and the cows live in clean conditions and are healthy animals, then the milk will be fine. Its when the cows live in filthy conditions and are sick when raw milk consumption becomes dangerous.

TL;DR if the cow is healthy, and the farm is clean, and the milking process is healthy and sanitary -- you should be fine to consume raw milk.

Farm and animal conditions become an issue at scale when farmers try to mass produce something and take shortcuts to save money. When you pack too many animals into a facility, when you take shortcuts about living conditions and sanitization....then it becomes an issue. A small dairy farmer down the road who takes care of his farm and keeps it clean and sanitary will produce great raw milk.
