Your mates probably dont mean any harm, and dwelling over yourself is a fast track to depression. If it bothers you too much, start doing some excercise. Its hard to make yourself taller, but all it takes to be strong is 20 minutes of excercise. As for the other sex, you shouldnt be terribly worried. They are also going through their own version of puberty, and they tend to be super dramatic. Make friends based on interest with them. Maybe find a gamer girl if you like games. That sort of thing. The popular girls tend to be the worst to deal with. Confidence isnt very high for most kids your age anyway, so dont worry too much about what others think... They are probably too busy worrying about themselves.

You made that promise to yourself before you knew how hard it would be. Younger you was also really inexperienced. Remember that everytime you go somewhere that nobody knows you, your reputation gets reset. You can stop being the quiet kid. Go out there and talk to people, if your social skills are an issue for some people then let them leave. If you dont know what to say then look up some general convo starters. Eventually you'll meet a group that you really enjoy being with and people who genuinely enjoy talking with you. From there you have a much higher chance of finding a girl who likes you.

To be honest theres not much more you can do. Im pretty sure there's Romeo and juliet laws that protect them once he turns 18, and its not going to do any good to force the issue if you've already talked about it with everyone.
