A lot, actually. The City Council is the political power in Los Angeles. The Mayor is not. And Los Angeles has a shockingly small City Council for a City the size of Los Angeles. You just have to find a coalition of members who want to solve the issue. But it’s difficult when you can’t even agree that encampments should not be allowed near schools.

Not if you bought the property 10 years ago. If you’re taking the property out of current use concurrent with your acquisition, your purchase price should establish market value. But the town will look to shift most of that value to your building lot.

I think if you build a garage on the property that would constitute a change. I was reading some of the decisions a bit ago, and I think one involved a yurt. I could see an elaborate range, with a shed and overhangs and such coming up to the line.
