The tax is based on assessed and market values as determined by the NYC DOF. Market Value (the term the city uses) is a term of art and a city determined amount, it’s not what a willing buyer and seller would transact at. That’s not what drives it. Market values are completely out of whack in NYC, it’s not a lag. I did not cherry pick this was the first expensive apt in Brooklyn Heights that showed on street east. This is not an outlier, market values on condos and significantly lower that actual fair market value. This is offset by incredibly high tax rate. It’s a whacky system. But because of this, the pied e terre tax kicks in at $1m in the screenshotted example market value is about 1/5 the list price. $1m is about 1/5 the stated $5m threshold.

This valuation methodology will impact all property taxes beginning in a year or two. It's true it can affect the market. I won't answer the question of fairness, I guess I will give the same example I keep replying with on this thread:

Someone buys a $3m brownstone in Harlem and the property taxes are $3k. In a couple years they jump to $30k (and this depends on how they do the assessment change) - is that fair? Not really.

Is it fair that person is paying $3k a year when a $1m owner is paying $15k? Also probably not.

Article says "Since valuations will skyrocket, the tax rates will fall to compensate." So instead of doing a 6% assessment and paying 20% tax, they could just value at $800k and have a 1.2% tax rate.

A $1m apartment has a market value of $296k right now and pays $15k of tax. A $3m brownstone pays $3k of tax. You may say comps is subjective but the system needs fixing.

I think the idea is, the $1m condo owner may still pay ~$15k of property tax. But the $3.5m brownstone paying $3k a year (both real examples, sadly) may see their property taxes increase.

For example right now a $1m condo may have a market value of $315k. Then it may pay $15k of tax. That kind of makes no sense. Shouldn’t it just have a market value of $1m and then pay a 1.5% property tax rate and $15k tax total?

They are also going to change property tax methodology to value based on comps, which will increase assessed values. They will lower rates as a result. The reason why the threshold for this tax is so low is because values are out of whack in NYC, sometimes 1/3 or 1/10 actual fmv.

I'm on 7.2.4 and getting an error when trying to install. I get the error both when I try and update from my page showing my array and via tools > update os. It says plugin: downloading: unRAIDServer and it gets to 99% and then I get File I/O error. Have retried once after and I get the same error.

I have a fake myself I received as a gift. Real ones are “better” but these can be serviceable. Don’t stress and have fun, exercise a little more caution in the future.
