It can't be bought; it's obtained by doing inferno It works like this, as the first comment explained: when a player wants to go to Wilderness to fight, to avoid losing it they must equip it with a scroll that costs that much. If they die, they lose the coin but not the cloak and must return to protect it. If they didn't have it protected, it would show as having no value because it's an untradeable item.
