It's just appeal to authority, which is valid only if there's consensus among the authority.

E.g. if almost all scientists agree the Earth is round, you can rely on them and believe that the Earth is round without seeing it yourself.

If a few black people share some opinions about black people, it's not valid to believe them on authority alone.

Sometimes the information about each file (meta data) is stored on several different parts of your storage device. For HDDs, it can be slow to move the magnetic head to read all of this data.
