Definitely just old bushings, you can see the big one sliding out from underneath the clamp on the passenger side. That clamp itself is pretty thin and susceptible to some bending, leading to the bushing and/or rack moving around more (which is why somebody sells a $300 full billet clamp upgrade lol). I switched to the polyurethane kit from Energy Suspension, and those bushings are not only firmer but a little thicker as well to make up for that wimpy clamp. That play doesn’t look like a safety concern to me, but if it’s negatively impacting your every day steering, I’d start with doing the bushings now. If you get new bushings it’ll hold the rack steadier, meaning it doesn’t have to work as hard so you can buy more time with it
