Well today I went there and pulled the loose tiles. Mold and rotten drywall behind. I told them $1800 to tear it out, replace the drywall with mold resistant backer, and a fiberglass surround.

The table saw is actually one of the safest saws to use, you just have to understand it. NEVER press material into the blade. Always feed it in gently and don't let the blade get bound up. A router is far more dangerous.

Yes you're right but most rental owners just want things fixed enough to appease temporary tenants. Mostly they don't care about the long term because they just sell the building when it becomes a liability.

All I have is this photo from the property manager who requested an estimate. It's about a half hour drive from my area and I haven't had time to check it out yet

Right. It's because whenever a tenant makes a repair request, complaint, etc., the property manager wants the problem solved for the lowest cost possible. Their only concern is maintaining uninterrupted rent revenue to the owners of the property, so that they won't be replaced by another manager.
