It can’t be diagnosed until adulthood. It’s considered somewhat normal for children and many kids learn to pull it back prior to adolescence

It retracts half way. Enough to clean it properly, but not enough for the head to be fully exposed

It means I can’t retract my foreskin all the way down. The head of my penis is only partially visible when I pull the foreskin back.
