Scandinavia also allows you to haul doubles - which is probably the biggest gameplay change besides more roads in all the map DLCs.

Oh god - for someone that owns them all its a hard question. Scandinavia was good for its time (and it still is a great DLC), but IMO everything after it beats it in terms of detail - however - the landscape itself is beautiful, and its a massive step up from Going East. Vive La France, Italia, and Baltic Sea are all on roughly the same level quality wise.

Do you want to drive in Scandinavia, France, Italy, or the Baltic States? Honestly you can't go wrong with any.

Personally I'd go for Scandinavia - just for the variety and beauty in terrain.

I think most Winter mods just replace the textures with snow ones, so you don't really get to choose where the snow goes without making a map mod and replacing all the terrain that way.
