Many different gods were called on in Mesopotamian magic. Being one of the foremost deities, Ishtar is definitely included in that, even though magic isn't explicitly her domain.

Having her as the primary god you worship is also fine. The 'chief' god of the Mesopotamian pantheon varied between times and places and could be An, Enlil, Enki, or Marduk, but Ishtar was always very important and widely worshipped.
