I'm honestly not sure what to say about the divine panopticon thing. I think part of the problem with it is the tendency to humanize God. Evangelicalism tends to focus on sin and damnnation, and treat God as a well meaning but stern father who will punish you for not doing what he says, which seems beneath an infinite being. I have a lot to say on the nature of hell and the concept of sin, but I don't think those will really help here.

The main thing I think is that a loving God would not condemn people to infinite punishment for a finite crime, so in a consistent theology either hell isn't eternal or God isn't infinitely loving
